Lynker is seeking a Bookkeeper / Accountant to support the Western Pacific Regional Fishery Management Council (WPRFMC or Council). The Bookkeeper / Accountant selected will work on-site at the Honolulu, HI office location with relocation expenses authorized, and will report to the Executive Director. Travel may be required to attend meetings throughout the Region (Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI . The WPRFMC, established under the Magnuson Fishery Conservation and Management Act (MFCMA) of 1976, has the responsibility for preparing management plans for those fisheries within its jurisdiction. The Council has authority over the management of fisheries in the US Exclusive Economic Zone waters off of the Territories of American Samoa and Guam, CNMI, and the State of Hawaii.

The Bookkeeper / Accountant's Responsibilities will include the Following:

Responsible for the Council's overall financial management and record keeping, including: a) management of accounts payable, accounts receivable and the general ledger; and b) overall bookkeeping.
Responsible for the overall management and control of Council cooperative agreements and awards including preparation, maintenance and transmittal of federal financial and programmatic reports.
Manage and maintain the Council's legal standing with financial institutions and grant accounts, including grants.gov, grantsonline, ASAP, Duns and Bradstreet and SAM
Coordinate with payroll services to process employee payroll, file applicable state, federal and local taxes and prepare year-end 1099's for contractors and Council members.
Process and prepare invoices, checks and supporting documents for the Executive Director and other signatories.
Prepare administrative grant applications, annual budgets and financial reports for the Executive Director in coordination with the Administrative Officer and Program Officer.
Monitor and maintain financial accounting of employee benefits in coordination with the Administrative Officer.
Perform other duties as assigned by the Executive Director.

The Ideal Bookkeeper / Accountant will have the Following:

A Bachelor's degree in Accounting or Business or equivalent certification and experience.
Thorough knowledge of financial and accounting procedures, policies and principles.
Working knowledge of administering and managing Federal cooperative agreements, grants and awards.
Three years of related work experience.
Excellent communication and organizational skills are necessary.
Proficiency in Microsoft word processing, database, spreadsheet and accounting (Quickbooks) software.
Ability to handle a variety of duties and fluctuating workload under rigid time frames.
Should exhibit initiative and a willingness to accept responsibility in performance of assigned duties.
Ability to maintain good working relationships with Council and staff members.
