The Deputy Program Manager for Maintenance plays a crucial role in providing overarching oversight and strategic leadership for roadway maintenance across Florida's Turnpike Enterprise. This position collaborates closely with Operations Centers, ensuring a program-focused approach while maintaining real-time situational awareness.

This role is instrumental in aligning priorities across regions, monitoring performance, and guaranteeing that roadway maintenance programs consistently prioritize safety, reliability, customer satisfaction, and stewardship of assets.

Key Responsibilities

Program Leadership & Strategy

  • Assist the Program Manager in defining the vision, priorities, and strategic direction of roadway maintenance initiatives.
  • Oversee program-level operations across multiple centers to ensure uniform delivery and escalation processes.
  • Contribute to the development and implementation of maintenance initiatives in line with enterprise objectives.

Operations Center Integration

  • Function as a strategic leader within Operations Centers, supporting real-time awareness without taking on daily execution duties.
  • Coordinate maintenance planning and activities with construction, traffic operations, and emergency response efforts.
  • Act as a liaison between Operations Centers, project management offices, contractors, and consultants.

Oversight of People, Contracts, and Delivery

  • Provide oversight and coordination for teams engaged in maintenance delivery, contract management, compliance, and field operations.
  • Assist with management of maintenance contracts, including performance monitoring and issue resolution.
  • Support procurement efforts related to contract development and scope refinement.

Performance, Data, and Technology

  • Advocate for the use and advancement of technology solutions such as CMMS platforms and GIS tools.
  • Help ensure data integrity across work order systems and maintenance programs.
  • Analyze performance metrics and trends, contributing to executive summaries and reports.

Compliance, Coordination, and Communication

  • Manage responses to public records requests concerning roadway maintenance initiatives.
  • Support permitting processes, plan reviews, and coordination with regulatory entities related to roadway assets.
  • Assist in documentation and communication efforts in partnership with project management teams.

Emergency Management

  • Engage in emergency preparedness and response activities associated with roadway maintenance.
  • Serve as a backup representative during major emergency operations.
  • Support post-event damage assessment coordination and reporting efforts.

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
  • At least 5 years of experience in supervisory or program leadership roles in roadway maintenance or transportation operations.
  • Proven ability to coordinate multidisciplinary teams and manage program priorities.
  • Excellent written and verbal communication skills, including experience with executive-level presentations.
  • ICS-300 certification or capability to obtain it.
  • A valid driver’s license with a clean record, able to pass the company’s motor vehicle report check.

Preferred Qualifications:

  • Registered Professional Engineer (PE) in Florida or ability to achieve through reciprocity.
  • Experience in an Operations Center or enterprise delivery model.
  • Familiarity with GIS systems, performance dashboards, and operations management software.
  • ICS-400 certification.
