Governance & Business Operations Officer (EL1)

We are seeking a highly capable Governance and Business Operations Officer (Executive Level 1) to support the delivery of effective ICT investment, program and portfolio management within a complex government environment.

Working under broad direction, the role is responsible for providing governance, assurance, reporting and business operations support across a portfolio of ICT programs and projects. The successful candidate will manage portfolio reporting and dashboards, track risks and interdependencies, support compliance with the Project Management Framework (PMF), and lead the development and continuous improvement of PMO templates, SOPs, and SharePoint resources.

The role will act as secretariat for project boards and governance forums, including preparing and coordinating board papers, managing action and decision trackers, and maintaining governance calendars. You will provide high level advice to senior stakeholders, support project managers with program, finance and delivery activities, coordinate monthly and quarterly reporting obligations, and contribute to business improvement initiatives that uplift governance and delivery maturity.

This position requires strong judgement, the ability to manage competing priorities, and well developed stakeholder engagement skills. You will work with a high level of independence, manage risk and ambiguity, and contribute to strategic outcomes through clear communication, collaboration, and continuous improvement.

Key capabilities and experience:

  • Program, portfolio or PMO experience in a complex environment

  • Strong governance, reporting and assurance capability

  • Experience developing PM frameworks, templates, SOPs and dashboards

  • Ability to provide high-level advice and manage sensitive issues

  • Strong stakeholder engagement and communication skills

  • Experience working under APS legislative, financial and administrative frameworks (desirable)
