Job Description

The Subcontracts Management Specialist plays a crucial role in overseeing subcontracts across various divisions, ensuring strict adherence to contracting policies and regulations. This position is vital to maintaining compliance with federal regulations and company standards.

  • Strong knowledge of U.S. Government Contract flow-down clauses.
  • In-depth understanding of U.S. Government Contracting regulations, including familiarity with the FAR, DFARS, and Contractor Purchasing System Review (CPSR) requirements.
  • Proven ability to manage multiple projects effectively.
  • Advanced proficiency in Microsoft Excel and Microsoft Word.
  • Self-motivated, detail-oriented, and equipped with excellent customer service skills; capable of working both independently and collaboratively.
  • Outstanding analytical, oral, and written communication skills, along with solid negotiation abilities.
  • Must be a U.S. Citizen.
  • Contribute to the development of departmental policies and procedures.
  • Provide expert knowledge in procurement best practices, managing all procurement activities from initial requirement identification to solicitation package development, proposal evaluation, price/cost analysis, purchase order construction, negotiation, and close-out.
  • Set subcontract negotiation objectives and make final decisions regarding deviations from standard provisions. Actively identify, mitigate, and resolve execution risks.
  • Prepare comprehensive written reports, letters, and memoranda.
  • Maintain thorough and audit-ready procurement files.
  • Monitor supplier performance, reacting swiftly to implement necessary corrective actions.
  • Facilitate daily customer support and communication with government project leads, program managers, contracting officers, and their representatives. Address task funding, performance actions, scope modifications, subcontractor issues, security needs, funding inquiries, government property management, status reporting, and overall contract support.
  • Keep information updated in the Costpoint financial system.
  • Report directly to the Senior Subcontracts Manager.
